Dr. Jay Jolley
Dr. Jay Jolley returned to his hometown of Chattanooga in 2004 to provide specialty care in adolescent scoliosis, artificial disc replacement and cervical spine surgery.
A Baylor School graduate, Jay Jolley earned his undergraduate degree from Georgetown University and attended medical school at the University of Tennessee. Jay Jolley served his Internship and Residence at the UT College of Medicine in Chattanooga and then relocated to Salt Lake City to complete his Spine Fellowship in Orthopaedic and Neurosurgery at the University of Utah. In 2019, Dr. Jay Jolley earned his MBA at the University of Tennessee Knoxville, TN.
In 2012, Dr. Jay Jolley opened Southeastern Spine and Joint, now located at 281 N Lyerly Street, Chattanooga, TN (Get Directions).
Jay Jolley is board-certified with the American Board of Orthopedic Surgery and holds associations with the American Academy of Orthopedic Surgery and the North American Spine Society.
I am very grateful for Dr. Jolley who saved me and fixed me that helped me walk again! It was a scare situation with having spinal cord damage! Since my time of working as a nurse in siskin I would care for patients of Dr. Jolley and now know that his taken his craft , his art to a whole new level of doing surgery that has given people like me a fighting chance to walk again. To walk to my children and to see that I can still be a nurse is a gift that I’m thankful to receive. The staff at Southeastern Spine Brain Joint are just wonderful. They had a smile and positive words for me that just makes this clinic great to come to. Amazing bed size manners!! Great customer service!! I’m truly blown away with the care I received! Mahalo!!

Dr. Matthew Bernard
California born, Dr. Matthew Bernard is a pioneer and leader in Outpatient Joint Replacement. He was the first to perform Fast Track hip and knee replacement in our region in 2014. Since then, he has delivered joint replacement to thousands in our area and is committed to returning patients to their lives in a caring and personal manner.
While getting his BS and MA degrees at the University of Alabama, he was also a pitcher for the Tide’s baseball team. While there, he met and married his now wife, Sarah. Together, they have three beautiful children, a son, 14 and twin daughters, 12.
Dr. Bernard attended UT College of Medicine in Memphis and stayed for his residency at the esteemed Campbell Clinic. After residency, he moved on to Stanford University for his hip and knee fellowship. In 2012, he has settled in Chattanooga to begin Orthopaedic practice. As of February 15, 2021, he will be joining us at Southeastern Spine, Brain, and Joint.
Dr. Bernard is a fellowship trained, Board certified Orthopaedic surgeon with appointments in the AAOS and AAHKS.
All staff is professional and helpful. Dr. Bernard is always accessible to his patients. My new knee is amazing and I can't wait to complete the other one next month!

Rebecca Payne
Rebecca Payne, Nurse Practitioner to Dr. Jay Jolley, grew up in the Chattanooga area. She graduated from the nursing program at Dalton State College in 2002 and worked for six years at Memorial Hospital.
Rebecca attained a Master of Science in Nursing degree from University of Tennessee Chattanooga in 2008 with a Family Nurse Practitioner concentration.
Rebecca joined Southeastern Spine and Joint in 2014 after working for five years in a related specialty.
Rebecca is certified by the American Nurses Credentialing Center and is licensed by the State of Tennessee Division of Health Related Boards.
I have been a patient of Dr Jolley's for 12 years and with Rebecca Payne from the time she joined Dr Jolley's staff. They both are exemplary members of the medical profession.

Jessica Scott
Jessica Scott, Physician Assistant to Dr. Jay Jolley, grew up in Cleveland, TN. After relocating to Chattanooga, she graduated from Chattanooga Central High School. She earned a Bachelor of Science Degree in Pre-Professional Biology from The University of Tennessee at Chattanooga in 2005. Jessica then pursued Physician Assistant Studies at Wake Forest University School of Medicine where she graduated with honors and a Masters of Medical Science Degree in 2010.
Prior to joining Southeastern Spine and Joint, Jessica began her career in 2010 in Emergency Medicine at Sky Ridge Medical Center in Cleveland, TN. In 2011, she joined Dr. Jay Jolley’s team in spine surgery.
Jessica is a certified Physician Assistant (PA-C) by the National Commission on Certification of Physician Assistants (NCCPA) and is licensed to practice in the state of Tennessee. She is also an active member of the American Academy of Physician Assistants.
In her spare time, she enjoys running, cycling, watersports, and travel. Jessica is also an avid sports fan and especially enjoys watching her Tennessee Volunteers on Saturdays.
I have been to Southeastern Spine, Brain and Joint for several years. I have always been treated with respect and listened to. Jessica is the ultimate professional. Her staff is equal in their service. Thank all of you very much.
